Why won't NASCAR even put a condensed version of the rulebook out?
In print for the racing public? Just the tech stuff about the cars. I understand the full version is about 1000 pages long and they are checked out to each team. Why the secert stuff?
Because that would require writing it in ink. When something is written in ink you can't change the rules very easily. With a rule book that fans could see then NASCAR would be attacked for going outside the rule book. NASCAR likes changing the rules as they go.
Example. A few years back Dale Jr sped down pit road and was put a lap down for speeding down pit road. The rule was that if you get caught speeding down pit road then the punishment would be come down pit road again at the correct speed and then go to the end of the longest line.
Well because it was Dale Earnhardt Jr NASCAR put Dale Jr a lap down for speeding down pit road. That was back when fans and other drivers were accusing NASCAR of playing favoritism to Dale Jr. Well NASCAR rewrote the rules on spot just for Dale Jr so they could save themselves from public scrutiny.
Another example is back when Janet Jackson had a boob get loose during the Super bowl and networks were scared of getting fined by the FCC for indecent material. NASCAR then went on this keep-it-clean era and were told to watch what they said in interviews. So .... NASCAR again wrote a new rule that You couldn't say s**t in an interview and fined Dale Jr and docked him points. Then Jimmie Johnson said d*mn on TV and nothing was ever said.
They also changed it a few times for winners of the Daytona 500 and Talladega. There was suppose to be no going below the line period. Then they allowed some people to pass and go for the win and then some of the other people that did the same thing NASCAR penalized them for it.
By giving a set of rules to the public then the public would know for sure what the rules were. By not posting the rules for the public to see NASCAR can bend them when they want to.
